US Layoffs — July 2025

The US labor market showed signs of rising strain as employers submitted 508 WARN Act notices in July 2025, putting at risk an estimated 44,559 workers — up substantially from June and up 74% versus July 2024. Filings came from 40 states and territories, with an average of 88 workers per notice.

Top States by Workers Affected

California led the nation with 10,771 workers affected across 185 notices , followed by Oregon (8,240 workers) and Texas (3,792 workers) .

Industry Breakdown

The Manufacturing sector emerged as the hardest-hit sector with 14,042 workers across 94 notices. Separately, Healthcare reported 5,971 workers.

Layoff Type Analysis

Closures accounted for 14% of all affected workers nationally, with the majority of events being layoffs rather than full closures.

Largest Layoffs

Topping the list was Intel in Aloha, Oregon, reporting 2,392 affected workers. Intel followed with 1,544 workers.

Trend & Outlook

After a dip last month, layoff activity has ticked back up.

These figures highlight mounting pressure on the the nation labor market, with activity running above both recent and year-ago benchmarks. The Manufacturing sector warrants close attention heading into the next period.
