US Layoffs — July 2019

The US labor market showed continued flux as employers submitted 287 WARN Act notices in July 2019, putting at risk an estimated 24,410 workers — down from June and roughly flat versus July 2018. Filings came from 41 states and territories, with an average of 85 workers per notice.

Top States by Workers Affected

California led the nation with 3,417 workers affected across 32 notices , followed by Pennsylvania (2,358 workers) and Texas (2,138 workers) .

Industry Breakdown

The Manufacturing sector emerged as the hardest-hit sector with 6,532 workers across 69 notices. Separately, Healthcare reported 3,011 workers.

Layoff Type Analysis

Closures accounted for 30% of all affected workers nationally, with the majority of events being layoffs rather than full closures.

Largest Layoffs

Topping the list was Philadelphia Energy Solutions Philadelphia Refinery Complex in Philadelphia, Pennsylvania, reporting 1,024 affected workers. Goodman Manufacturing Company L.P followed with 703 workers.

This is the third consecutive month of declining layoff activity.
