The US labor market showed signs of rising strain as employers recorded 550 WARN Act notices in April 2025, covering approximately 45,845 workers — marking a sharp increase from March and roughly flat versus April 2024. Filings came from 42 states and territories, with an average of 83 workers per notice.

Top States by Workers Affected

California led the nation with 11,825 workers affected across 271 notices , followed by Georgia (4,538 workers) and Florida (3,145 workers) .

Industry Breakdown

The Manufacturing sector accounted for the largest share of job cuts with 9,879 workers across 95 notices. At the same time, Information & Technology reported 6,478 workers.

Layoff Type Analysis

Closures accounted for 33% of all affected workers nationally, with the majority of events being layoffs rather than full closures.

Largest Layoffs

Leading the list was United States Cellular in Atlanta, Georgia, reporting 4,100 affected workers. Crozer Health followed with 2,651 workers.

Trend & Outlook

This marks the third consecutive month of rising layoff activity.
